The Buy-Checker

Key in the shop, office or factory you are looking at. See the stamp duty and GST. If you will rent it out, see the monthly numbers. If you will use it yourself, see buying compared with renting. Then get the questions to ask before you make an offer. Rules as at 8 Oct 2026.

Everything runs on this page, in your browser. Nothing you type is sent or saved anywhere unless you tap the WhatsApp button at the bottom.

1. The property

2. You and the deal

3. What will you do with it?

Pick one. The quickest answer is the first. The other two add your own numbers: loan, rent and running costs.

The rent

The loan and the running costs

The starting numbers are examples. Replace them with your bank's offer. Banks set the loan share and years for shops, offices and factories, not IRAS.

Key in the price to see the loan, your cash and the monthly payment here.

About the interest rate: what sets it, and what the data shows

The rate you key in is yours to choose. It should be your bank's written offer. This page does not know your bank's rate and does not forecast any rate.

The bank also tests you at a higher rate. Before it lends, the bank checks that you could still pay if rates rose. For loans on shops, offices and factories MAS sets that test rate at 5% a year, or the rate the loan moves to after any starting period if that is higher (4% for homes). That test is your "fire power": check your loan at 5%, and ask your bank which rate and which income it uses. Your bank decides.

What a loan rate usually depends on. A floating-rate loan is a reference rate, often SORA, plus the bank's own spread (MAS's MoneySense explains this for home loans: ask your bank how a shop, office or factory loan is priced). Some loans are fixed for a few years. MAS describes SORA as the volume-weighted average rate of unsecured overnight borrowing between banks in Singapore dollars. It moves with money-market conditions, so your payment can change when SORA changes if your loan is floating. Ask your bank for the spread, the rate type and when it can reprice.

What the official figures show (3-month compounded SORA, month-end; descriptive only, not a forecast):

Period3-month compounded SORA
Average, last 10 years (Aug 2016 to Jul 2026)1.47% a year
Average, last 20 years (Aug 2006 to Jul 2026)1.01% a year
Highest in the series3.75% (Oct 2023)
Lowest in the last 10 years0.08% (Oct 2016)
Latest1.14% (Jul 2026)

Yearly average of the 3-month compounded SORA. The gold bar is the highest year. During 2022 and 2023 it rose from about 0.16% (2021 average) to about 3.59% (2023 average).

Is it tied to the economy? Over the same years, Singapore's real GDP grew by about 3.5% a year on average in the last 10 years and 4.6% in the last 20 (2020: -3.6%). Comparing the yearly SORA average with the yearly GDP growth for 2006 to 2025, the two moved almost independently (correlation about 0.05). So these figures do not show GDP growth setting the rate. Your loan rate is the market rate plus your bank's spread.

Optional: check the bank's 55% limit

Banks limit all your monthly debt payments to 55% of your gross monthly income (the "TDSR"). For a loan on a shop, office or factory, MAS sets the test rate at 5% a year or the loan's later rate, whichever is higher (it is 4% for homes). MAS's rule covers individuals, sole proprietors and vehicles set up to buy property: if a company buys, ask the bank what it tests. This is only an estimate: your bank decides, and it may count part of the rent.

Property tax on a shop, office or factory is 10% of the Annual Value, even if you use it yourself. The Annual Value is on the seller's property tax bill or IRAS's property tax lookup.

Questions to ask before you offer
What you entered and what it assumes

Duty and tax at a glance

The main rates in one place, with where each comes from. Checked on 8 Oct 2026. They change, so confirm with IRAS before you rely on them.

Buyer's Stamp Duty (BSD), paid when you buy

A shop, office or factory uses the non-residential column. The living quarters of an HDB shop, or land that counts as residential, use the residential column. IRAS BSD (page updated 7 Aug 2026).

Additional Buyer's Stamp Duty (ABSD), residential property only

A shop or factory usually pays no ABSD. It does pay ABSD if the land is in one of these zones: Residential; Residential with Commercial at first storey; Commercial & Residential; Residential/Institution; White. It also pays ABSD on the part of an HDB shop or shophouse that can be lived in. IRAS may waive it case by case. IRAS ABSD (updated 27 Aug 2026).

Seller's Stamp Duty (SSD), paid when you sell soon after buying

Industrial: on the higher of the selling price or market value, for property acquired on or after 12 Jan 2013. The clock starts the day you bought it. That is usually the day the seller accepted your option, or the day you signed the sale and purchase agreement if there was no option. The clock stops the day you sell. That is usually the day the buyer accepts your option, or the day you sign the sale and purchase agreement. If the land use changes to industrial, the clock starts on the day of the change. IRAS's SSD pages cover residential and industrial property only: it has no SSD page for shops or offices, so ask IRAS if you are selling one. IRAS industrial SSD (updated 13 Aug 2026), residential SSD (13 Aug 2026), selling property (28 Jan 2026).

    When does my SSD end?

    GST

Claiming it backOnly if you are GST-registered, you use the unit in your business to make GST sales (renting it out counts), and the tax invoice is in your name

IRAS property tax rates (updated 11 Aug 2026).

Stamp duty on a lease (when renting)

Lease of 4 years or less0.4% of the total rent for the lease
Lease of more than 4 years0.4% of 4 times the average annual rent
ExemptAverage annual rent of $1,000 or less

Rent here includes service, maintenance and similar charges, but not GST. IRAS renting a property (updated 22 Jun 2026).

    Costs no official page sets

Legal, valuation and agent fees depend on the firm and the deal. Ask your lawyer and agent, and key them in above. Loan share, years and interest are the bank's offer, not a rule.

    Common traps to know about

Common traps, with where each one comes from
    • The old non-residential BSD table. The "4% above $1 million" schedule ended on 14 Feb 2023. Since 15 Feb 2023 the tiers are 1%, 2%, 3%, 4%, then 5% on everything above $1.5 million. (IRAS BSD page.)
    • Zoning can make a factory or shop site residential. These zones count as a home for ABSD: Residential; Residential with Commercial at first storey; Commercial & Residential; Residential/Institution; White. This is true even if a shop or factory will be built there. IRAS may remit on application, case by case. (IRAS ABSD page.)
    • The 60/40 split is floor area, not price. For Commercial & Residential land, IRAS deems 60% of the gross floor area residential and 40% non-residential, but a valuer values each part. In IRAS's own example a $22,000,000 site was split $9,000,000 and $13,000,000. (IRAS BSD page, Example 2.)
    • HDB shop with living quarters. ABSD is payable only on the apportioned value of the living quarters, and a valuer can value it. The BSD rates for residential and non-residential apply to their own parts. The unit also counts as one of your residential properties for your next purchase. (IRAS ABSD and BSD pages.)
    • A temporary permission is not a permanent one. If a shop use is only temporary, the property still counts as a home for stamp duty. A strata shop permitted by a Written Permission for more than 10 years does not pay ABSD. Ask for the Written Permission and read its term. (IRAS ABSD and BSD FAQs.)
    • GST is not claimable just because you are a company. You must be GST-registered. The unit must be used in your business to make GST sales. The tax invoice must be in your name. A company that makes no GST sales cannot claim the GST on its purchase. It can choose to register for GST if it makes, or really plans to make, GST sales. Renting out the unit is one example. After you register, you must stay registered for at least 2 years. You must also start making GST sales within 2 years. (IRAS conditions for claiming input tax; IRAS e-Tax Guide, Conditions for GST Voluntary Registration.)
    • Industrial Seller's Stamp Duty is not a lock-in. You can sell within 3 years. You pay 15%, 10% or 5% of the higher of the selling price or market value, and nothing after 3 years. The date of sale is usually the date the option is accepted or the sale and purchase agreement. (IRAS industrial SSD page.)
The door-count method for multi-door industrial units

Some units in a building have one door, some two, and a rare few have three. In my experience a unit with several doors could attract more than one tenant, and so more rental. That is a way to see why one unit stands out. It is not a promise: more doors do not guarantee more tenants.

    How I do it

    • Take a photo of the floor plan in each lobby. Mark how many doors each unit has.
    • Count the doors on each unit.
    • Tally how many units have one, two and three doors, so you know how rare yours is.
    • Note the on-site amenities the building has, so you can speak to the whole picture and not just the unit.

Before you rely on it, check

    • Can you rent to more than one tenant? Check the building's by-laws, the lease or title rules, and what the authorities allow.
    • Where each door opens: its own space, or the same space?
    • Whether the extra door was part of the original approved plan.

The method and the line "subject to the building's by-laws and the authorities' approval" are my own practice. The checks are questions to ask, not rules I am quoting.

    Permitted-use checklist (URA)
    • Find the Master Plan zoning of the land first. It decides the BSD rates and whether ABSD applies.
    • Ask the seller for the Written Permission or written approval for the CURRENT use, with its term. A verbal answer is not enough.
    • Match your intended use to the approved use. If they differ, you need approval for the change of use.
    • If the use has a Temporary Permission, you must apply to renew it in the 3 months before it ends. URA says it "may be approved or disapproved". (URA, Renewal of Use.)
    • Shophouses: URA lists locations where no additional eating houses are allowed. (URA circular DC23-08, 2 Oct 2023.)
    • Industrial buildings: ask if it is a JTC or a strata building, how many years of lease are left, and whether the use or renting to more than one tenant is limited.
How I check a deal before a buyer commits
    • Write down your size and must-haves first. Then view, not the other way round.
    • Compare with recent sales in the same building, by size and floor, with the source.
    • Ask why it is for sale, and for how long.
    • Ask what makes this unit different from the others in the same building, and count it, do not guess.
    • Find out who else can buy it: direct buyers, other agents' investors.
    • Be told early if a place is out of reach, such as some government-related premises, and how long the process can take.

These come from how I have worked on commercial and industrial deals. They are my habits, not rules.

This is general information only. It is not tax, legal or money advice. The rules for stamp duty, GST and SSD come from public IRAS and URA pages. They were checked on 8 Oct 2026 and can change. The numbers are a guide. IRAS, URA and your lawyer have the final say. If a page does not say, or your facts are not clear, the tool tells you to "ask IRAS or your lawyer". It does not guess. How I explain things is my own opinion.
