BTO and Resale Rules Checker

This page has two tools. First, type in your flat. It shows the earliest date you can sell and what the rules say. Second, work out what to save each month to buy a private home after your MOP. It shows how much cash and CPF you need. Rules as at 8 Oct 2026.

Everything runs on this page, in your browser. Nothing you type is sent or saved anywhere unless you tap the WhatsApp button at the bottom.

How to find your MOP date

Which date counts? HDB counts the minimum occupation period (MOP) from the day your flat purchase is legally completed. Time does not count when you do not live in the flat, for example when the whole flat is rented out with HDB's approval (source: HDB, Eligibility for Selling a Flat, page updated 18 Aug 2026, read 8 Oct 2026).

  • New BTO or any flat you bought from HDB: the day your purchase was legally completed. Your papers from HDB show it, and My HDBPage shows whether you have met the MOP.
  • Resale flat you bought on the open market: the day YOUR purchase was legally completed, not the earlier owner's date.
  • Where HDB shows it: log in to My HDBPage with Singpass. Then tap My Flat, then Purchased Flat, then Flat Details, then Minimum Occupation Period (MOP). It shows if you have met the MOP.
  • How long: Unclassified or Standard flats 5 years; Plus and Prime flats 10 years; DBSS flats 5 years; Fresh Start Housing Scheme flats 20 years. Replacement flats under SERS have their own rules: ask HDB. "Unclassified" means a flat sold before the October 2024 sales exercise that was not classified as Standard, Plus or Prime.

Enter the day your purchase was legally completed and press the button. I add the MOP years (5, 10 or 20) to that day, and any months HDB does not count.

Confirm the exact date on My HDBPage or with HDB. These rules are summarised from HDB's published information as at 8 Oct 2026 and can change.

Work out what you need to save each month to buy a private home after your MOP

How it works, in two lines. You tell me the private home you want to buy and when. I start from that day, work out the cash and CPF you will need, and then work back to how much you must put aside each month from now.

Example: you want a $2,000,000 home in 4 years. The tool shows the cash and CPF needed on the day you buy, and the monthly saving that gets you there. Every assumption is shown and every one can be changed. Leave a box blank if you do not know it: the tool says what it assumed.

Step A: what do similar flats sell for right now?

Pick the town and flat type of the flat you will sell. I show what flats like it sold for in the last 12 months, from HDB's official resale records. It is a starting point for the price you expect, not a promise of what it will sell for in a few years.

The three questions I ask first

Before you choose BTO or resale
  • Do you need a home soon? A BTO flat has a waiting time before the keys, and then a minimum occupation period (MOP) before you can sell. A resale flat is ready sooner.
  • Do you need a particular estate? A BTO project is where HDB builds it. A resale flat is where you find it.
  • What is your upgrade path? If you plan to sell and upgrade within five to ten years, the MOP of the flat type decides the earliest date. Plus and Prime flats have a 10-year MOP and you may not rent out the whole flat.

These are questions to think through, not advice for your case.

Want me to map your timeline?

Send me the flat type and when you hope to upgrade. I will map which minimum occupation period fits your plan. Keyword: BTO.

Tapping the button opens WhatsApp with only these two fields and the word BTO. Nothing is sent until you press send there.

CPF figures used in the planner, for reference
Words used here, in plain terms
  • BTO (Build-To-Order): a new HDB flat you apply for and wait for it to be built.
  • MOP (minimum occupation period): the years you must live in the flat before you may sell it. It starts on the day your purchase is legally completed.
  • Unclassified flat: a flat sold before the October 2024 sales exercise that is not classified Standard, Plus or Prime.
  • DBSS flat: a flat bought from a private developer under the Design, Build and Sell Scheme.
  • Fresh Start Housing Scheme: an HDB scheme with a 20-year MOP.
  • Standard, Plus, Prime: HDB's three flat classes from October 2024; they differ in MOP and in the rules on selling and renting. Flats launched before then follow the earlier rules.
  • PLH (Prime Location Public Housing): the earlier label for flats in prime locations, with a longer MOP.
  • Subsidy recovery: for Plus and Prime flats, HDB takes back part of the subsidy when you sell; the percentage is set for each project.
  • ABSD (Additional Buyer's Stamp Duty): an extra duty on buying a second home.
  • BSD (Buyer's Stamp Duty): the standard duty everyone pays when buying a home.
  • CPF Ordinary Account (OA): the part of your CPF you can use for housing.
  • CPF refund and accrued interest: when you sell, the CPF you used for the flat goes back into your CPF. The interest it would have earned goes back too.
  • TDSR: a limit on how much of your monthly income your loan payments can take. The bank tests it at a higher interest rate.
  • LTV: the largest share of the price a bank may lend.
  • EC (Executive Condominium): a home built by private developers. It follows HDB-style rules at first.
  • TOP and CSC: the permits that show a new building is complete.
Sources and the date each rule was checked

This is general information only. It is not tax, legal, money or investment advice. The rules and numbers come from the official pages listed above, checked on the dates shown. They can change. The results are a guide. The authorities, your bank and your lawyer have the final say. If a page does not say, or your facts are not clear, the tool says "ask". It does not guess. How I explain things is my own opinion. Nothing here predicts prices or rents.
